To run a benefit programme, a Trust requires resource from payroll for national living wage and business mileage checks. A finance officer will be required for controlling accounts and monthly reconciliation management, as well as for chasing bad debts.
For management of supplier invoices and a day to day contact of the supplier for any issues an accounts payable officer will also be needed.
Depending on the growth and success of the programme, this could equate to anything from one full time member of staff or 3 part time members, costs of which would have to be directly funded by your Organisation and benefit savings made.

The Fideliti Childcare Voucher Scheme
HMRC closed the current Childcare Voucher Scheme to new joiners on 4th October 2018. Employers can still offer the scheme to employees who were registered and in receipt of vouchers prior to the closure on 4th October 2018. Employees can re-join the scheme within 52 weeks of their last salary deduction/voucher issued presuming they have remained with the same employer. After this period they will be classed as a new joiner and will be unable to re-join the scheme.
How does the scheme work?
At present, employee’s salary is subject to tax and National Insurance deductions. Under the childcare voucher scheme, they are able to take a portion of their salary as childcare vouchers which are not subject to tax and National Insurance deductions. This is referred to as a ‘salary sacrifice scheme’.
However, after the childcare vouchers have been deducted their salary cannot drop below the national minimum wage or the national living wage and it is important that their salary does not drop below the lower earnings limit as this could affect other state benefits.
What are the qualifying conditions?
Childcare vouchers can be used by employees to make full or part payment for childcare for children up to 1st September following the child’s 15th birthday, or 16th birthday if the child is disabled. Their carer needs to be registered and approved by the relevant governing body.
